Statement by Kagarlitsky on peace negotiations

Rabkor 23 February 2025

Boris Kagarlitsky commented on the supposed deal between Trump and Putin and called for it to include a demand to release political prisoners. He also noted that the deal should include the release of those convicted for refusing to fight, on both sides:

Recently, the topic of a ceasefire has become a serious topic of conversation. Official American and even Ukrainian sources write about it, and Russian official sources hint at it. That is, behind-the-scenes negotiations are already underway, and questions about a ceasefire, and therefore, ultimately, about ending the conflict (at least about some kind of temporary settlement) are already becoming, as they say, mainstream.

But the issue is not just stopping the shooting, although that is very, very, very important. The issue is what will happen to the people, including, of course, what will happen to the political prisoners. I think I can speak for all the political prisoners I know.

The release of political prisoners – and a whole range of other prisoners who were indirectly or directly victims of military action, such as people who are serving time under Article 337 “on unauthorized abandonment of a military unit,” that is, who simply did not go to fight – the release of these people is an important task and should be directly, specifically linked to a peace deal. That is, a peace deal should also include the release of people. By the way, on both sides.

The editorial board recalls that on January 23, Donald Trump said on Fox News that he wanted to meet with Putin to discuss the terms of ending the Russian-Ukrainian conflict. He also mentioned Zelensky's readiness to make a deal. On January 24, in an interview with Zarubin, Vladimir Putin said that he supported the idea of meeting with the American president.
